If my district, town or city has on average much fewer incidents than higher crime cities, do I still pay the same fee on a per officer basis?

No, lower on average incident districts pay half the price of higher crime districts. A lower incident district records, on average within a 365-day year, 1/4 of an 8-hour shift on BodyCam devices whereas a higher incident district records on average 1/2 of an 8-hour shift. College campus police can be as low as 1/16 of an 8-hour shift.

What happens if I over or underestimate the average number of hours my officers record BodyCam or DashCam video?

Unused minutes can rollover to the following year. Adjustments can be made at any time, once it becomes clear that an underestimate has occurred based on daily and monthly reporting.
