Who this is for, and who it is not for
"Law enforcement software" covers dispatch, records, jail management, evidence lockers, scheduling and license plate readers. CLIPr is one narrow slice of that, so here is the slice.
CLIPr fits when
- Your officers record body-worn or in-car video, and the end of shift goes to the narrative box.
- You already have an RMS and you are not looking to replace it.

Probably not your tool when
- You need computer-aided dispatch, records management, jail management, scheduling, evidence lockers or license plate recognition. CLIPr is none of those.

Where this sits
Six layers get called law enforcement software. CLIPr is one of them.
Most departments already own several of these. The useful question is not which vendor is best, it is which layer is missing.
Layer 1
Records management (RMS)
Where the finished report is stored, searched and reported onward to state and federal systems. You almost certainly already have one. CLIPr is not one and does not want to be.
Layer 2
Computer-aided dispatch (CAD)
Where calls come in, get assigned and get tracked in real time. Different system, different vendor, different procurement. CLIPr does not touch it.
Layer 3
Digital evidence management (DEMS)
Where video, audio and photos are retained, shared with prosecutors and eventually purged. CLIPr reads a copy of what you already store. It does not replace the system of retention.
Layer 4
Cameras and the camera platform
The hardware on the officer and the software behind it. CLIPr sells no cameras. CLIPr's homepage names fifteen camera and evidence vendors it works across, including Axon, Motorola, Getac Video Solutions, Utility Associates, i-PRO and WOLFCOM.
Layer 5
Transcription
Vendors that return a transcript, usually billed per minute. CLIPr produces a transcript too, but treats it as an intermediate artifact on the way to a draft rather than the deliverable.

CLIPr drafts the report and emails the officer when it is ready. The officer reads it against the footage, corrects it, and copies the finished report into the agency's RMS.
A department admin can train CLIPr on the agency's own report format, and a CLIPr dictionary corrects repeated errors so they do not recur on later reports.
Copy and paste is the honest day-one answer
Getting the finished report into the RMS starts as copy and paste. A direct push depends on the RMS vendor, the API, a security review and contract terms, and it is not available by default.

Whichever layer you buy, the report is the artifact that ends up in a case file. Who wrote it should not be an open question.
How authorship works in CLIPr
The officer reviews, edits and owns the final report.
- The officer is the author of record. CLIPr produces a draft. The officer reads it against the recording, corrects it, and is the person who signs and submits.
- The output is an AI-assisted first draft. It is never a finished or filed report, and it is never described as one.
- The tool assists, it does not decide. AI does not supply observations, sensory detail, training-based inference, legal judgment, probable cause or credibility findings. Those stay with the officer.
- The agency sets the policy. Departments choose which video types are processed automatically, and a department admin trains CLIPr on the agency's own report format.
Several states now require agencies to disclose when AI assisted in drafting a record. California SB 524 and Utah SB 180 are the two worth reading before you write your policy, and Utah's requires every agency in the state to have a written generative AI policy at all.
Measure it on your own reports, not on a slide
CLIPr publishes a reduction in report writing time of up to 50%. Independent research on AI report drafting has not consistently found time savings, so run the pilot and measure your own before-and-after rather than taking any vendor's number on faith.
